Jalisco Launches Health Insurance Program for Uninsured Residents

Guadalajara, Jalisco, Mexico – The Governor of Jalisco, Enrique Alfaro Ramírez, unveiled the Seguro Salud Jalisco (Jalisco Health Insurance) program on Monday. This voluntary program offers free healthcare to state residents who lack social security coverage.

More than 250,000 people have already enrolled in the pilot program since its launch in March. The initiative aims to reach one million participants by the end of the current administration, targeting over 4 million residents who lack social security coverage.

Governor Alfaro emphasized the program’s distinctiveness: “It’s a unique state model, distinct from the insufficient Seguro Popular insurance scheme. It targets the same population but leverages our state’s healthcare strengths for a more robust future model.”

This policy follows years of rebuilding the State’s healthcare system, neglected by previous administrations. Efforts included infrastructure upgrades, improved staff working conditions, and increased medicine supplies. New hospitals like the Hospital Civil de Oriente in Tonalá and the Instituto Jalisciense de Cancerología further bolster the system.

Seguro Salud Jalisco is designed to fill the void left by the defunct INSABI (National Institute of Health and Wellbeing) program and aims to reduce the financial burden of medical care on families without social security. Participants receive a QR-coded credential that grants access to electronic medical records, enabling healthcare providers to view a patient’s medical history, treatments, and vaccinations across different facilities in the state.

“Jalisco Health Insurance offers faster, free access to primary and secondary care through affiliation with the state health system. It utilizes our network of 580 health centers and 41 hospitals,” explained Governor Alfaro. He added that the program also includes free medications and emphasized the program’s focus on preventive care, particularly for women and children. The initiative ensures that pregnant women, new mothers, and children receive timely and comprehensive health services.

Enrollment in the Jalisco Health Insurance program is free and can be completed online or at designated health centers and hospitals. The program aims to provide certainty and accessibility to all Jalisco residents without IMSS, ISSSTE, or other entitlements, ensuring they have reliable access to essential healthcare services.
