Navigating Mexico’s Evolving Immigration Process
In recent years, Mexico has modernized its immigration process, moving away from the traditional paper-based system. Known as the Forma Migratoria Múltiple (FMM), this paper form has long been a staple for travelers entering Mexico for tourism, business, or residency purposes. Procedures differ between land crossings and airports. Drivers should still stop at INM to complete the land-entry process.
The Shift from Paper to Digital
For decades, the FMM served as both a visitor’s permit and a crucial document for those holding residency visas, indicating their legal stay in the country. Travelers arriving in Mexico would fill out this form at entry points, with half of it retained for exiting the country or converting a residency visa into a residency card.
At airports, travelers may receive a passport stamp or a digital entry record instead of a paper card. Follow INM instructions and download or retain your FMMD and proof of the authorized stay. Do not assume that airport procedures apply when driving across the border.
Understanding the New Entry Process
For Tourists and Short-term Visitors:
- Digital Entry Records: For land entry, complete the form at INM or use the official online land-entry FMM. Print an online FMM and present it with your passport to INM for validation at entry. Its validity begins with the immigration stamp; completing or paying for it online does not complete admission.
- Passport Stamps: Check the days authorized in your entry record before leaving immigration. A visitor stay can be up to 180 days, but 180 days is not guaranteed.
- Customs Allowances: Visitors can bring specific personal items and goods into Mexico without exceeding their personal allowance.
For Residents and Long-term Visitors:
- Residency Visas: Show your residence visa to INM before admission and explain that you are entering for CANJE. Check that your entry record reflects that purpose. Apply to INM for the residence-card exchange within 30 calendar days after entry; this is the deadline to begin the procedure, not a guarantee of card delivery within 30 days.
- Existing residence cards: Holders of valid Mexican temporary or permanent residence cards should present the card and passport and enter under their existing status, rather than applying for tourist admission. Follow INM instructions for recording entry and exit; any statistical form does not change your admission to tourist status.
What You Need to Know Before You Travel
Essential Documents:
- Passport: Ensure your passport is valid for the duration of your stay.
- FMME Application: If using the online land-entry FMM, bring the printed form to INM for validation. Keep the validated entry record and any payment receipt.
- Residency Visa: If entering for CANJE, bring the residence visa and start the card-exchange procedure with INM within 30 calendar days after entry.
FMM fee and short land visits
Checked October 19, 2026: the official visitor procedure lists a fee of MXN 983. Visitors without permission to work who enter by land and stay seven days or fewer are exempt under Article 11, II(a), of the Federal Fees Law. Tell INM your intended stay before paying. If you exceed seven days, the law requires payment on departure. This fee exemption does not remove entry formalities and does not apply to ordinary airline passengers.
Driving into Mexico
INM handles your admission; Banjercito handles the vehicle permit. Being waved through customs or obtaining a TIP online does not complete immigration. See our vehicle permit and fees guide. Temporary residents may qualify for an ordinary vehicle TIP; permanent residence is not an eligible category under Customs Law Article 106, IV(a). CANJE is the residence-card exchange process, so tell Banjercito whether your visa is for temporary or permanent residence. Motorhome permits have separate rules.
